The meeting of the High Qualification Commission of Judges of Ukraine was attended by 14 members of the Commission in plenary session: Roman Ihnatov, Mykhailo Bohonis, Liudmyla Volkova, Vitalii Gatseliuk, Roman Kydysiuk, Nadiia Kobetska, Oleh Koliush, Ruslan Melnyk, Oleksii Omelian, Andrii Pasichnyk, Roman Sabodash, Ruslan Sydorovych, Serhii Chumak, Halyna Shevchuk.
1) The High Qualification Commission of Judges of Ukraine decided to approve and publish on the official website of the Commission the rating of participants in the competition for the positions of judges of local general courts within the framework of the competition announced by the Commission’s decision of September 14, 2023, № 95/zp-23 (consideration of this issue was held without the participation of the Commission members Mykhailo Bohonis and Serhii Chumak).
2) The High Qualification Commission of Judges of Ukraine, following consideration of issues on upholding decisions of the Commission’s Panels adopted within the procedure of qualification evaluation of judges of local and appellate courts for suitability for their positions, decided:
1. To uphold the decision of the High Qualification Commission of Judges of Ukraine dated September 20, 2019, № 796/ko-19 as part of the panel on the correspondence with the position held of the judge of the Kovpakivskyi District Court of Sumy City Mykola Zorik.
2. To postpone the consideration of the issue of the judge of the Solomianskyi District Court of Kyiv City Ada Pedenko.
3. To postpone to January 18, 2024, the consideration of the issue of judge of the Henicheskyi Raion Court of Kherson Oblast Nataliia Sharko.
4. To recognize the judge of the Kyiv Circuit Administrative Court Anna Shevchenko as not corresponding to the position held based on the criteria of professional ethics and integrity.
To delegate the case of Panel № 2, of which the speaker is a member, to the High Council of Justice for submission of a motion to dismiss the judge of the Kyiv Circuit Administrative Court Anna Shevchenko from her position.
3) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Andrii Diakiv as a judge of the Drohobytskyi City-Raion Court of Lviv Oblast.
4) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Nataliia Krasnokutska as a judge of the Lysychanskyi Town Court of Luhansk Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
5) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Oleksandr Voitukh as a judge of the Kramatorsk Town Court of Donetsk Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
6) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Ruslana Shevchuk as a judge of the Zastavnivskyi Raion Court of Chernivtsi Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
7) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Anatolii Selivon as a judge of the Commercial Court of Rivne Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
8) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Dmytro Miroshnychenko as a judge of the Commercial Court of Transcarpathian Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
9) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Nazar Karnaukh as a judge of the Kalynivskyi Raion Court of Vinnytsia Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
10) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Dmytro Mazur as a judge of the Lutskyi City-Raion Court of Volyn Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
11) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Nataliia Skrynnikova as a judge of the Commercial Court of Dnipropetrovsk Oblast (the issue was considered without the participation of Commission member Andrii Pasichnyk).
12) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Olena Perova as a judge of the Commercial Court of Dnipropetrovsk Oblast (the issue was considered without the participation of Commission member Andrii Pasichnyk).
13) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Olha Soloviova as a judge of the Slovianskyi City-Raion Court of Donetsk Oblast (the issue was considered without the participation of Commission member Andrii Pasichnyk).
14) The High Qualification Commission of Judges of Ukraine announced a pause in relation to Vasyl Perepeliuk (consideration of the issue was held without the participation of Commission member Andrii Pasichnyk).
15) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Olha Denkovych as a judge of the Lutskyi City-Raion Court of Volyn Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
16) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Ilona Mykhailova as a judge of the Oktiabrskyi District Court of Poltava City (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
17) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Oleksandr Vikhrov as a judge of the Commercial Court of Zaporizhzhia Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
18) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Iryna Savchuk as a judge of the Zhytomyrskyi Raion Court of Zhytomyr Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
19) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Taras Yakimets as a judge of the Ternopilskyi City-Raion Court of Ternopil Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
20) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice to appoint Svitlana Foroshchuk as a judge of the Starobilskyi Raion Court of Luhansk Oblast.
21) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Nataliia Hordiichuk as a judge of the Rivnenskyi Town Court of Rivne Oblast.
22) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Serhii Krasnokutskyi as a judge of the Sievierodonetskyi Town Court of Luhansk Oblast.
23) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Kristina Aloshyna as a judge of the Zaporizhya Circuit Administrative Court.
24) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Andrii Patiievych as a judge of the Sviatoshynskyi District Court of Kyiv City (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
25) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Olha Prymak-Berezovska as a judge of the Obolonskyi District Court of Kyiv City (the issue was considered without the participation of Commission member Andrii Pasichnyk).
26) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Olha Balaklytska as a judge of the Commercial Court of Kyiv City (the issue was considered without the participation of Commission member Andrii Pasichnyk).
27) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Ruslan Ozadovskyi as a judge of the Bilotserkivskyi City-Raion Court of Kyiv Oblast (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
28) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Artem Blashchuk as a judge of the Podilskyi District Court of Kyiv City (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
29) The High Qualification Commission of Judges of Ukraine decided to make a recommendation to the High Council of Justice on the appointment of Volodymyr Zhyla as a judge of the Sykhivskyi District Court of Lviv City (consideration of this issue was held without the participation of Commission member Andrii Pasichnyk).
30) The High Qualification Commission of Judges of Ukraine decided to dismiss the application of Taras Pukaliak for review of the decision of the Panel of the High Qualification Commission of Judges of Ukraine, adopted on December 1, 2023, regarding the denial of admission to Taras Pukaliak to participate in the competition announced by the Commission’s decision of September 14, 2023 № 95/zp-23 for 560 vacant judicial positions in local courts for candidates for the position of a judge enrolled in the reserves for filling vacant positions of judges of local courts (consideration of this issue was held without the participation of the Commission members Andrii Pasichnyk and Roman Kydysiuk).
31) The High Qualification Commission of Judges of Ukraine has included the issue “On Peculiarities of Automated Distribution of Cases Among the Commission Members” on the agenda of the meeting.
After considering this issue, the Commission decided to announce a break until 3 p.m. on December 20, 2023.
